| The Spratly Confederation
The Spratly Confederation is the second most powerful
nation on the planet, second only to the North American Federation. They
are unique in that nearly ninety percent (90%) of their territory is underwater.
The surface land area of the Confederation is comprised of only a few
strategic islands, the rest of their vast territory is on the sea floor
and riding the ocean waves. The Spratlys are the world leaders in undersea
exploration, mining, colonization, and life support technologies. Their
naval fleets are tasked with keeping the waters safe from all aggressors,
and are equipped with the most advanced technology available.
The Spratlys are a very determined and driven people.
Their origins lay within a consortium of US and Japanese military forces,
Asian and American scientists and engineers, and the colonists of the
first undersea cities. During the North American Federal War the Spratlys
are known to have funded and supplied the Resistance forces, and are now
the most vocal supporters of the North American Federation.

| The Federal Republic of Germany
The central government of the Republic of Germany has
become a long time ally of the North American Federation. The German Federalists
from the remains of Europe have been supportive of the Federation, and
are engaged in limited trade and cultural exchanges.

| The Argentine Brazilian Consortium
Before the breakdown of social order during the flooding,
several large multinational corporations in South America were in negotiations
to merge into the first true global megacorporation. They represented
all facets of industry and agriculture in the South Americas, and sought
to bring the region up to the level of the First World countries (the
G8 nations). When the waves began to crash on the shores of South America,
these corporations seized control from the weak, ineffective governments
that had become drained by corruption and years of mismanagement. The
Consortium founded the first corporate nation and brought all surviving
interests on the continent under its wing. Over the next several years,
the Consortium (led by the Argentine and Brazilian groups) rebuilt and
reorganized the South American economy.
They have the most advanced medical and agricultural technologies
on the planet. Only the Spratly Confederation and the Pan-Asian Economic
Union do not rely on the Consortium for foodstuffs and medical supplies.
The Consortium "daughter companies" also supply all the goods
their people require, and actively trade these same goods on the global
open market.

| The Remains of the Australian
Dominion
In some situations, the darkest elements of the human
soul come to power through the fear and manipulation of others. The Australian
Dominion was ruled by a tyrannical dictator who was only concerned with
increasing his own power through military might and aggressive conquest.
The Dominion had the second most powerful navy, and regularly came into
conflict with the Spratly Confederation. Time after time the Dominion
would lead skirmishes, all out war only prevented by their constant losses
to the Spratly Confederation and the Federation Armed Forces.
The Australian continent and the nearby islands have been
rendered into a nuclear wasteland. Dominion forces fought a short-lived
war against something unknown on their native soul, and as a last resort
used nuclear warfare to destroy the enemy and, consequently, themselves.
Remaining Dominion naval forces are suspected to be operating as pirates
and rogue elements striking against Spratly and Federated targets. Approach
any identified Dominion vessel with extreme caution.

| Pan Asian Economic Union
China, Mongolia, Siberia, the Koreas, and the remains
Southeast Asia formed a "coalition of states" for their self-preservation,
which ended with the annexation of all the territories under the government
of China. The Pan-Asian Economic Union became an isolationist state, separating
themselves from the world political issues and military strife. All embassies
were closed and evacuated, and all diplomatic ties were severed. Some
believe that the Union finally achieved the "worker's paradise"
originally sought by the early communists. Others claim that the Asian
continent has become an enslaved land where millions toil under the iron
grip of a select, elite few. The simple fact is that no one knows. The
Union has established an interdiction zone around its airspace, territorial
waters, and borders. The few people that have attempted to penetrate the
zone either never speak of the event, or are never heard from again.

| The Islamic Republic of Egypt
Iran, Iraq, Israel, Syria, the Islamic Republic of Palestine,
and Saudi Arabia were embroiled in fierce combat over water, petroleum,
and religion that deteriorated into a war of attrition. Hundreds of thousands
of Arab and Israeli civilians fled the region to North Africa in hopes
of escaping the conflict. Tactical nuclear launches from Iraq on Saudi
oil fields and Israeli cities sealed the fate of the Arabian peninsula.
Jerusalem was evaporated in a nuclear fireball, evoking a full strategic
response from Israel. Iranian forces feared that nuclear weapons would
then be turned on them, so they launched their missiles at targets in
Iraq, Saudi Arabia, and the Israeli naval fleet in the Persian Gulf. Within
hours millions were dead as a result of the nuclear exchange. Many of
the holy sites the wars were being fought over were flattened into radioactive
glass. By the end of the second month after the use of nuclear weapons,
eighty percent of the remaining population was dead from radiation sickness,
hunger, dehydration, or illness. Fortunately, the nuclear devices used
were advanced, "clean" warheads bought from America or Russia.
The fallout (and, hence, the nuclear winter) was limited to the peninsula
and region surrounding Iran. Egypt remained out of the conflict, accepting
many of the refugees and purchasing land in Libya, Sudan, and Chad to
expand their borders and create space for the influx of population. Egyptian
Army outposts on the frontier kept the settlers safe and the border intact.

| The African Self Preservation
Council
The situation on the African continent was no better.
Warlords, government armies, corporate police, and civilian mobs clashed
in widespread civil and national war. The Benue River ran red for three
days after the Nigerian and Cameroon armies clashed at its source. Government
forces from Kenya, Tanzania, Uganda, and Zaire united at a conference
on the shores of Lake Victoria. The western half of Zaire and all of Uganda,
Kenya, and Tanzania came under the control of the African Self Preservation
Council. This alliance of forces and the Egyptians remain the only bastions
of order on the continent even today. They are more concerned with maintaining
their internal stability than becoming larger players in the global community,
as the rest of Africa is still embroiled in bitter tribal and regional
conflicts.
Despite this, both countries often rely on the trade of their raw materials
for foodstuffs and pharmaceuticals from the Consortium and military hardware
and construction equipment from the North American Federation.
